cloudformation deploy action should not require admin AWS access

Description
Currently, b/c the coudformation template creates IAMUsers, it can only be deployed by admin users.
Most of the existing example templates that I found are creating IAMUsers (it seems to be the recommended practice)
I have created the following post to request clarification on if amazon expects all users of cloudformation to be admins:
