Description
This ticket is for tracking the feature request that CI begin using local Git mirrors of our Github projects.
I believe we have a local mirror setup, but I’m unsure of the specifics of it.
I’m assigning this off to Jeff as he had a game plan that I need to know more of before handing this off to Ops for review/coordination.

This is basically http://projects.puppetlabs.com/issues/6729; I recently ripped those mirrors out since nobody was using them.
