Module tool generate should at least get the boiler-plate year correct

Description
I just ran puppet module generate and the boiler-plate text for the manifest/init.pp contains the year 2011. This should probably be dynamically looked up.
(I also think it’s odd that it creates a spec directory but not files/templates). Admins care much more about files/templates than spec.
