Description

When running puppet resource service on the command line, using the hasstatus=false code path, the getpid function (lib/puppet/provider/service/base.rb) will match Puppet itself.

Example:

puppet resource service ntpd ensure=running hasstatus=false --debug -v

The debug output indicates that a new ntpd PID is found each time this command is run. Insert a new debug statement in base.rb to demonstrate that Puppet is matching itself.
