Sorry, this slipped through the cracks during the transition.
I have transformed this into a pull request at https://github.com/puppetlabs/puppet/pull/821
That gets it back into the regular process for code review and merging. It clearly isn’t ready yet: there are absolutely no tests, so those need to get written before we can merge the code into the tree, but at least it will not get lost again.
