Putting a period (".") into a tag's name should not cause the site to fail

Description

If you put a period into a tag name, the app can’t generate a URL for it and any page that tries to display a link to the tag begins to fail — which is pretty much all of them. This is a nasty surprise from the tag library we’re using.
