Someday we may want to make the Dashboard friendlier by using the browser’s timezone. The server still needs a default timezone #4605, but if the browser transmits the timezone properly, then it should be used. The code for using either the default or browser timezone will need to work together well, and will be used throughout the UI, so we’ll probably want a helper or something.
