Currently the need for the anchor type is not clearly documented. I have recently received better documentation that makes this much more clear. Please consider adding this to the module itself.

Eric, if you have time to submit a patch to the README or the inline documentation for the anchor type, that would be fantastic.
We’re facing down a release deadline and I likely won’t get to this ticket for some time otherwise.

I published the documentation I wrote for the Anchor Pattern at: http://projects.puppetlabs.com/projects/puppet/wiki/Anchor_Pattern
This should help get the information out there as I needed to use the anchor pattern when I submitted a patch to the public Jenkins module.
